Are you using a old ltmodem.tar.gz file (8.22a5), download the latest one
from http://www.linmodems.org  (at least 8.26a9 a few months ago)

The install script will set up the /dev/modem link to /dev/LT0 iirc
not /dev/ttyS15, but I think the script does also offer making a
softlink from /dev/tty14---/dev/LT0

Make sure the booted kernel (2.4.20-8 whatever) is the same as
the kernel source /usr/src so that you can build the modules
in /lib/modules/2.4.20-8/ltmodem
