The actual thermal limit for Athlon CPUs is 85 or 90 degC, the exact limit is part of the long code silkscreened on the CPU itself. While I wouldn't want to run it at 70 all the time, it shouldn't significantly shorten the life, if AMD's thermal limits are to be believed. (FWIW, I'd re-seat the CPU and check there's good thermal conductivity between the CPU and heatsink, and that the heatsink is actually rated for the CPU in question.
