I believe that there is a package or two from Adobe that allows you to create scripts that mean you can turn off and on parts of a document. e.g. You create the "super-document" then from that you sort-of compile a pdf with parts of the super-document turned on and parts turned off.
However I think this might be in Framemaker of some similar expensive and proprietary software. Hopefully SVG will provide this sort of functionality. I don't think there is any software that fully implements the SVG promise but hopefully it will provide everything PDF provides and more. And unlike PDF it's an open format.
