I do not for one minute see suppling a disc for $5.00 as "commercial". It 
isn't. cutting a CD for a friend at that price is a loss-making enterprise.
On the other hand I do see a Request for Tender for a Linux based e-mail 
system for a country-wide business organization or Government Department with 
a tender value of $500,000, or whatever, as a "request for commercial supply 
of goods or services".

At the moment sure it is, but what happens when Linux becomes popular, and say 
every school in the country, all 2,700 of them, has Linux systems and they 
are all touting for helpers?
