Did you run ldconfig after installing qt-3.0.3?
Did you 'make clean', 'rm config.cache', 'make -f Makefile.cvs', and 
'./configure' again (IOW start from scratch) for arts and kdelibs?

Are $KDEDIR, $KDEDIRS, $QTDIR correct?
KDEDIR=KDEDIRS=/opt/kde3
QTDIR=/usr/lib/qt3 (as long as /usr/lib/qt3-><where qt3.0.3 really is>)

AFAIK, kdebase shouldn't build if arts and libs isn't built and installed. Do 
you have pieces of the old kde3 (compiled against qt-3.0.4) installed? How 
did you get kdebase to compile without arts and kdelibs?
