Thanks. I did
export ACLOCAL_FLAGS="-I /usr/share/aclocal"
since I don't have a /usr/local/share/aclocal on this RH9 box. But I
still get the same error.
Any other ideas?

do a locate *.m4 and add directories it spits out to the aclocal_flags
