I haven't used KDE in quite a while now but:
You might try moving or renaming your ~/.kde directory and then, after re-login copying over your previous config files from your moved/renamed ~/.kde to the newly created directory. Copy one file at a time if you want to see which file is the offender
I forgot to mention that this problem is occuring under both RH 7.3 and RH 9.0.
