There must be more to it than that. Unless GTK2 now runs on Windows.
GTK2 does run on Windows, but that's not what they did. They wrote a set of libraries as part of the Mozilla core that abstract the differing UI calls. That way their XUL (eXtensible User interface Library IIRC) code always looks native.
