I think that 'parts' of the west bay may not be too out of line, but 
they're less convenient.  HMB and Pacifica are certainly cheaper than 
Palo Alto, and I think there are a lot of people who write code in HMB. 
There are parts of SF that are not totally crazy, but you'll need to 
take out better life insurance, and the commute to Fremont is not 
pleasant (I have a client in Fremont and I don't even try to go over 
there before 10:00 AM and it still takes an hour). Neither is the 
commute from HMB (I used to commute from HMB to Mountain View about 10 
years ago when the traffic was acceptable and it still took over 45 
minutes).  A house up on Skyline is perhaps about 50% - 60% of what it 
would be down the hill.  And just because we're up here doesn't mean we 
can afford it ;-)
