If it's just the rpm binary and not the whole rpm package, have somebody that is using SuSE 7.3 with default rpm and libs to send you the binary and tell you what directory it was in. I'm using OL W3.1 or I'd do it. I don't think my rpm binary would work on your system. But if you want to give it a shot, let me know and I'll send it to you off-list.
