Your problem is a bad fsck, not anything related to /etc/fstab or GRUB. If checking the filesystem fails, then you need to run a manual fsck against each unmounted or read-only ext2 partition. I have no clue what /mnt/hdb1 is supposed to be, but its certainly not a standard mountpoint.
