Hmm. That could be a bummer. But your approach of a USB-connected mechanical shutter camera may be impoved too. All the mechanical stuff, and the forever PITA of remote-controlling consumer USB 'doze gear over USB. (Btw you shouldn't need to go out to cut the power to the camera. Surely you can put a switch in the cable to the thing somewhere inside the house.) Google for jpeg camera modules and hobby-electronic solutions. For weatherproofing a piece of broken window glass and a cartridge of silicone should do the trick on the cheap, perhaps combined with a cutout in a click-clack box.
