Given this situation, I'd recommend to Bram to use iconv.
There is some support for automatic conversion from/to UTF-8 in
XFree86 4.0.2 (e.g. Xutf8ResetIC instead of XmbResetIC), but it doesn't
yet cover the callbacks like XNPreeditDrawCallback. Maybe in 4.0.3 ...
