This is what glibc's iconv does: you indicate that you want
transliteration by appending "//TRANSLIT" to the target encoding, for
example
iconv -f UTF-8 -t ASCII//TRANSLIT

When the iconv function transliterates, it lets you know about it
through a return value > 0.
