I see. BTW, there are a large amount of documents. Where can I
find a description that it is allowed to write Japanese text using
Chinese ideographs?

I found an interview of CJK-JRG (Joint Research Group, antecedent
of IRG) member. http://www.horagai.com/www/moji/int/tajima.htm#5
Sorry in Japanese. In the interview, Professor Tajima, who is the
inventor of X-Y-Z model, says that it is needless to say that
different font must be used for each language though codepoint
is unified.
