Why not? They (like m4 hackers, the other group affected by the historic
difference between ANSI X3.4:1968 and ECMA-6/ISO-646) have the choice of
either stubornly sticking with an outdated convention or enjoying a
typographically more pleasing result by updating or extending the
relevant syntax. There are hardly any fonts left today which show 0x60
as a left single quotation mark and 0x27 as a right single quotation
mark.
