The uvcvideo driver doesn't depend on a specific USB version. As far as I know, pretty much all consumer UVC webcams support both full speed (USB 1.1) and high speed (USB 2.0). Obviously, you won't be able to stream uncompressed video data at high resolutions using full speed, so you should pick a webcam with MJPEG support.
