there is a linux section were you can get some feedback on logitech
webcams under linux.

You are reading this wrong!
There is no direct relation between the presented max frame rate and
the max resolution, for 1280x1024 you can only get ~5 fps but for
lower resolutions the max frame rate is 30 fps.
