This is indeed what some cameras have. But 1.3Mpixel is well below HD video. And HD video is available in consumer grade cameras, so why not in a webcam? Consumer grade HD video cameras manage to squeeze 1 hour on 2Gb of SD card. This comes to 555 kbytes per second. That's well within reach for transfer over USB. I honestly think that this is way too little bandwidth for decent HD video, but even if you multipy that by 10, the amount of data is well within reach for USB2.0.
