There is a way for a Java applet to ask for certain permissions from the user
(in a way such that it can't trick the user). For this particular instance,
the IRC applet buried somewhere in the CLUG site does just that - it asks
your permission to be able to connect to other servers.
I don't have the time to look for it just now, but the CLUG site is
http://cleveland.lug.net - The applet's source is available as well, although
I don't think it's on our site.
