This is usually an authentication issue (user name or password is incorrect,
or you are trying to use CHAP to authenticate with a PAP service or vice-versa).
As this is (way) off-topic, for further assistance you can email me personally;
however, I suggest finding the support channel of your local Linux User's
Group. Also check the PPP-HOWTO, which is usually located in your distribution
under /usr/doc/HOWTOS/
