After you've done everything already sugested don't forget to check the Scheduled Tasks. We use it in our Win NT machines. Click on "My Computer", then "Scheduled Tasks". Right click on the items there and select "Properties", then look at the "Schedule" tab to see if the program is set to run after boot up.
