When planning a Linux network (Linux server and clients) what is the 
best method for about 15 users with flexibility to add and remove 
users as required? 

As far as I am aware the choices are nfs, nis and samba. Please 
correct me if I'm wrong but with nfs you have to setup the users and 
groups on the server and each of the clients which seems a bit 
inflexible when you need to add and remove users on a regular basis. 

I gather than with nis you just need to setup the users (and 
groups?) on the server and configure each of the desktop PCs as nis 
clients. But, I've heard that it is difficult to setup and is 
insecure. 

The other alternative is samba, but I am right in thinking this is 
primarilly for hooking up Windows PCs to a Linux server? 

I guess my basic question is what method is best to adopt when 
trying to setup a Linux network where you need the flexibility to 
add a remove users often.
