It seems that this is what NIS is built for.

You could share files like /etc/passwd, /etc/shadow and whatnot over a
nfs share, then only add users on the nfs server, but that seems a
little convoluted.

I can't imagine it's much harder or more insecure than the nfs scheme I
described above.

You are correct.  This is definitely not the server you want to use.
