You DO bloody well mind running an open relay. Your IP (or possibly the
whole netblock) will soon land on various DNSBLs, which will be
incentive enough for your ISP to apply a big LART on you. Your users
may be able to send mail from everywhere on the internet, but sure as
hell not to one of my mail servers, or, for that matter, a majority of
mail servers on the net.
This config of yours might last some time - until either your ISP takes
the IP away from you, or the college decide they would rather have a
real admin run their servers.

No. It means anyone with an IP belonging to the same class as your
server can send mail through your server. So you don't achieve what you
want (some people still can't use your server), but far too many
people, unrelated to the college, can use the server, most likely
getting you into deep shi*t.
The solution you've envisioned is nigh-on the most idiotic thing you
can possibly do. Learn about mail server administration before you
start configuring the server. From what I understand the situation, for
you there's no way around POP before SMTP or SMTP Auth (or both).
