Try to get more specifics from your school's tech guy. Linux will
support Virtual Private Networks (VPN's). How does it work at your
school? Do you just go to a certain web page and log in, or what?

I don't see how this could help, because Netscape is (or at least was)
based on Mozilla, same as Firefox; Firefox was in fact born when
AO-hel-L took over Netscape, and Firefox has been developed more
since. Going back to Netscape is a downgrade. And even if it's now
evolved into something else by now, it's still "Not IE", if there is
something IE-specific to your remote connection, it still won't work.
Many school email portals work well with any browser, like University
of Wisconsin-Milwaukee's Panthermail, I don't see why yours should be
any different. Its inexcusably lazy of any school's CS/IT department
to not permit non-IE access, or to lack the knowledge to make it work!
If all else fails, another major alternative web browser to try is Opera.

Even if you give up on Netscape, answering these questions will help
with future installs. What form was Netscape downloaded in? Was it a
pre-packaged version (though I'm not sure Mint uses packages...) *.rpm
or *.deb? A self-extracting shell *.sh? An archive file/tarball?
*.zip/*.tar./*.bz?
Did you execute the installation, or follow the procedure text given
by Netscape? Or are you not even finding the file you downloaded on
your computer's filesystem at all? The Firefox download window (press
CTRL-y with Firefox window active) should indicate where it went.
If you did all that, well, while most Linuxes have "install wizards"
now , such as the Debian/Mandriva's Synaptic and Fedora's PUP, that
would take care of that.
A manual command-line install (from a archive/tarball) won't put links
into the menu, you'd have to do that manually, something that *I'm*
frankly a little fuzzy on! Check the installation documentation, it
should have been in there. If there are any lines in the arcane
command-line incantations you have to type that start with "ln",
that's probably it...
I remember when, in my first fumblings with Linux, I wanted to update
Firefox, and couldn't figure out how to do it! I manually installed
the then-new version (2.0.0.3 I think ;) ) in my own /home, and
created a link on my desktop, but the application menu version was the
(untouched!) FF 1.5.x! I never did figure that one out, and I long
since blew that Linux distro away in favor of Fedora. And since then,
I've blown away all my Fedora installs in favor of other distros...and
used repositories and install wizards!
