I'm sure there is a practical limit but I've never run up against it 
personally. File name length is a matter of media formatting, not the 
underlying operating system. EXT4 for example has a 255 character name length 
limit.

There are different formats that can be used to burn optical media. All have 
different length limits. What may be of more importance is some formats may not 
be readable by all operating systems. This is an extension that allows more 
file flexibility than standard ISO9660 does:
