With this code in place the pci scan is just supplemententary information.
So if you don't have plugin slots you don't even need to a pci scan.
So for example you don't need to do a pci scan before calling
set_memory_size....
To really put this in place I'm likely to need to revisit our whole driver
layer as well. To make certain I can ask things like the ALI 1535 IDE
controller to turn on.
The long term challenge is to make certain I can compile out as much
as possible. Compiling out drivers I don't have the devices for, or
for devices that are unconnected.
