OK, this sounds even more like ALi changed the silicon,
probably trying to merge the M1621 and M1631 onto the
same wafers but not getting it quite right. The CPU-to-PCI
and memory controller parts of the two chips look to be
pretty similar but not exactly the same -- one has two more
RAS lines for example -- and perhaps they figured that
Windows wouldn't give a crap if it was a M1631 or a M1621
with a TNT in the AGP slot. If I'm right (I'm *not* taking
any bets on this if that tells you anything :-) then I
imagine that Asus was every bit as pissed off as you are.

Another possible reason that motherboard manufacturers
aren't interested in helping much: *They* don't have the
level of control they'd like to have, either. :-(
