Do this:
# ldd /usr/bin/gnome-linuxconf
# /usr/bin/gnome-linuxconf localhost

That way, linuxconf will not get in the way of gnome-linuxconf's error
messages, and it will probably be obvious what is wrong, like you installed
gtk-1.1 or libgif isn't installed properly or xauth isn't set up right
or something like that...
