What happens when you run Linuxconf in text mode from the console of
the machine concerned?  Does it run OK then (a) when logged in as
root; (b) when logged in as some other user?

Using the root username/password has always been OK for me, including
from the web, but under RH 5.x, not Caldera.  There might be a
distribution specific issue here.
