HEY! I have a 56k -- el cheapo internal modem.
form the last 3 months I have been getting rock solid 56k connects.
transfers upto 5.4k per sec are common.
and I dial 4317000 or 4404444

You should also try increasing your modem speed that you have entered as 38
to 56 or even to 112.
