Nope. Edit /etc/rc.d/rc.local on RHL. /etc/issue is created there.
/etc/redhat-release is parsed by some programs to determine the version of
RHL being used - it is best to leave this file alone (a friend of mine had
experienced this problem).
But if you updated all packages to 6.1, then might as well update the package
that comes up when you try
rpm -qf /etc/redhat-release
