By Linux package i assume safely that you mean Linux Distribution.

Well, there are several distributions in the market, each with their own set
of nifty tools, packaging system and installation procedure. No one can
really give an answer to which is the best distribution. What i would
suggest here is that you try at least 2-3 different distributions and stick
to one that you feel you are most comfortable with.

I started with slackware, then moved on to redhat and now on debian. Been
using it for a year and a half now, and im gonna stick with it.

For a new home user i would suggest you try : Suse, Caldera, or Redhat. Each
of these have a simplified installation procedure. Once you have some
experience with using Linux, you can switch distros without problems.
