Having interacted with MTNL personnel up to GM level, I am willing to
bet it will be ignored :>)  Besides, in my area MTNL is the _only_
option for land line service.

If you have the energy (stakes high enough) and the wherewithal, then
legal action is an option which I am considering for my specific
problems.
