Now crash codes under kernel/ folder has been split out from kexec
code, crash dumping can be separated from kexec reboot in config
items on SuperH with some adjustments.

Here wrap up crashkernel reservation code inside CONFIG_CRASH_RESERVE
ifdeffery scope.
