This seems reasonable to me.

Except that we don't actually use the field in the packet buffer, so
the conversion is extra work for no benefit.

Ok, I shouldn't have it ripped out of the other patches, which are still under development. I've added support for cummulativeScaledRateOffset inside the follow_up_info TLV for the transparent clock mode, ie for 802.1as bridge support.
