Ok, I'll focus on differences between the two kernels.  fec_ptp.c  it looks 
like.

Hmm, dumb question then, why did 1PPS from Sumo 4.14 kernel sync 1PPS out with 
GM then?  Appears there would have to be a connection with linuxptp to do that.
