What is most likely is that the properties that are set for vi.exe have the window size set differently. If you right-click the actual vi.exe executable and select properties, you should have access to the window settings for vi.exe specifically (which will be stored in a .pif file, either in the program dir or in the designated location in \windows) - that should allow you to determine the window and buffer sizes for vi.
