Probably not exactly what you're looking for, but I'd be remiss if I
didn't at least suggest Redmine.

Primarily for software development, it could be used for other stuff,
though I'm not sure how well it'd adapt to that.  It's got a (hyper)
active community, lots of plugins, and JPL says he's implementing a
new release schedule based on either quarters or trimesters (instead
of the older "whenever we get around to it" release schedule).

(Silly enough, I liked the older schedule; I didn't have to SSH into
my servers as often to update the darn thing!)
