I agree that PCLinuxOS is worth a look. It is complete and works well. You might want a lighter desktop environment, though. You should consider install Mint LXDE over Mint and antiX over MEPIS for example. That will give you more resources for GIMP with the DE using less overhead. GIMP either comes with most distros or is easily installable. If you really want a fast system that you can build yourself then try Arch. But you have to work from the commandline at first. Fedora takes more work to set up than say Ubuntu, but it is rewarding once you do. However, it is not a distro that is easy to upgrade. If you want something upgradable then stick with an Ubuntu derivative or one that is a rolling release such as Debian or Mint Debian Edition (still experimental).
