xinput is a generic tool that does exactly the same in the backend as
xsetwacom does. xsetwacom is a convenience wrapper to avoid overly
complicated xinput calls. synclient is the same, it's a convenience wrapper
that accesses the same data storage as xinput, it just has more semantic
knowledge about what the various items mean.
