Some ideas ...

It seems to me that the application on the floppy has been serialized. The
Office System will not let you copy a serialized ("master") application from
the floppy to the hard drive.

I thought the Office System would at least alert you when you did this. The
alert would say the reason for the copy failure such as "You cannot copy a
serialized application from the floppy, you can only run the application
from the floppy".

Or, maybe the floppy has a media problem. Again, the Lisa would tell you
this.

Or, is the floppy's application version incompatible with the Office System?
For example, Office System is version 3, but floppy application is version
2?

Email me a disk image of the floppy and I will look at it. I may see
something amiss.
