Gotta agree with Chuq here.  This is essentially the same justification
that topica.com used for their content based spamming.

I believe that, in the dim dark past, someone did run a scan and notify
postmasters of open relays.  I don't think that IMRSS is doing this and if
they were, I'd call it spam.
