Here's suggestions from someone who doesn't know much... If there  
isn't a way in Majordomo, you could hack up a procmail filter to  
receive the incoming mail, and look for people on a probation list.   
If it's a match, send to the approval address, else pass it on to  
majordomo in the usual way.  Of course, this is essentially  
duplicating majordomo's job.

Another way that might be better is to maintain two lists, one of  
which is a gateway or exploder that folks sign up to, and after a  
while you move them to the other, real list.  This has certain  
administrative complexities I think.
