Not having run majordomo for quite a few years, I don't know if it works
this way or not.  Some list software packages have a separate subscriber 
list from the list of authorized posters.  (Or it could be a link.) 

On my lists I have a four day waiting period for new subscribers, implemented
by copying the subscriber list once a day through a series of intermediate
files to the authorized poster list:

subscribers --> day1 --> day2 --> day3 --> posters

This isn't quite the same thing as screening the first N posts from a user,
but I implemented this to stop spammers from subscribing, posting, and
dropping out and it has been pretty effective.  And since my lists are fairly
active, four days is usually plenty long for newcomers to figure out what
things people want to talk about and how.
