Er, allow me to humble myself, there is nothing wrong with the 7.0 install.
Since 7.0 and 6.1 can run together, I got the cfide directories mixed up.
Apparently this is happening to a lot of people, I see similar confusion on
the macromedia forums. I wasn't expecting the web admin to look any
different for 7.0, so I didn't realize that I was running the old admin
through the 7.0 service! How weird, I'm surprised I got as far as I did. It
was at the meeting tonight that I saw the real admin interface and thought,
mental note I've done something drastically wrong. :)

According to everything I've read you don't need to unless you're
going to be tying CF to your web server (e.g. IIS or Apache).  They
designed 7 so it can run along-side 6.1 so people can test out 7
easily.  In our case we run 6.1 on JRun so we just created another
server on JRun and can test that way.
