I like this second approach - I should be able to create a directory
that the person can mount on their system (internal apps are nice that
way) and then they can let the app know when they have copied all the
files to the folder.

Well, sorta.

Depends on how you want to go about the upload. If you can FTP a zip or
a directory of files to the server, then point the application at the
server, that's doable with a tool like Bella Album. I've actually (with
permission) integrated that app into BlogFusion for doing exactly the
same. All CFM/HTML, no applets.
