I personally think that person is already dead, so the video must be either made 200 years ago, or was created "from scratch."
As for the whole situation, I think what CB really does is basically forces the "hidden" wars to come out, and I bet that was their whole purposes. With only 4 gundam, there is no way they can really defend themselves once they figure out the limitation of the Gundams.
