I think the dialog was misleading and so you guys are barking up the
wrong tree. Monaco has a land area of 1.95 km^2. Which is almost
exactly 100 American Football fields, or almost 5 times of size of the
US Embassy in Baghdad. Its present day population of 32,000 already
made THE most densely populated nation on Earth. It's almost 4 times
more dense than Hong Kong, Singapore, Tokyo (all about 6000/km^2).
And almost double density of New York City (10,500/km^2).

If we put the 3 million people into that tiny city (it's 560 times
smaller than Hong Kong, 400 times smaller than New York City, it's
actually about the same size as Chinatown in Manhattan), we will get a
density of 1,500,000/km^2, 43 times more dense than Cairo
(35000/km^2).

So I would interpret that line this way: 180,000 people reside in
Moralia (making it 2.6 times more dense than Cairo or 1.38 more dense
than Manhattan), most of the economy is dominated by PMC and the
residents of Moralia mostly work for PMC directly or indirectly. But
the PMC and related companies (i.e. the economic engine of Moralia)
employs 3,000,000 people world wide; I would even suggest that most of
them have never set foot on Moralia.

I know I know it contradicts the wording in the sub (and reasonable to
trust the subber translated the spoken words accurately). But it's
too crazy to stuffs people at 57 times Cairo density or 22 times
Manhattan density. And I think the point is not about foreign
workers, but that a huge global workforce (a PC wording for mercenary)
are run by a tiny corporate-nation hybrid. They contribute the work
(shooting and bombing?) that drives the economy but holds no say over
the running of the corporate and nation.
